Pretty sure the Fed won't mind if the equity investors lose it all in Fannie and Freddie. Similar to the sentiment when they goaded JPM to bid lower for Bear ($2.00 was the eventual bid price before it got raised). FNM investors likely to see close to zero, even with gov't bailout/investment/privitization.

Mastercard came public at a lower valuation because it had no peers publically trading at the time. Whereas, since MA was publically trading when V went public, V immediately got the benefit of a much higher valuation due to comparison with MA. So no, just because MA went up 10-fold doesn't mean V will also-- that is not a logical argument.
