Regarding shorting the 19 Financial companies. with this SEc mandated preborrowing, I suspect that these stocks will now be on the "hard to borrow" list as which sane long holder would allow his custodian such as State Street to loan their stock to a short seller whose intention is to drive the value of the security down. Imagine Al Aweed allowing state Street bank to lend short sellers ABCXYZ Hedge Fund his Citicorp stocks so that the prioce can go down becaus eof the short pressure and in doing so, Al Aweed loses billions but only collect stock loan rebates in teh thousands.
